St Kilda Junction Masterplan November 5, 2018

Due to the configuration of St Kilda Junction and the volume of traffic it’s difficult for people to reach public transport services, primarily a tram stop located at the centre of the Junction and to cross the Junction in both an East-West and North-South direction when walking or bike riding. St Kilda Road, which connects the St Kilda Junction to the CBD, is a significant transport corridor in Port Phillip and a critical corridor for Melbourne.  A VicRoads study in 2016 found more than 330,000 people use St Kilda Road each day, primarily by tram, and a growing portion of users are bike riders.  It is one of the busiest bicycle routes in Melbourne but has the highest rates of car dooring in Victoria.

There is a need for an overarching vision and plan for St Kilda Junction that provides a clear framework for integrated and coordinated decision making by all State Government Agencies. JAAG is advocating for:

• A partnership between the local community, the local councils and the Victorian Government and its agencies centred on delivering solutions for the inner-metro transport network through cross-department / government collaboration and community engagement led by Transport Victoria.
• A St Kilda Junction Masterplan that:
  • Applies a movement and place approach to its development;
  • Steps out a clear pipeline of deliverable movement and place- based projects over time and clear responsibility for delivery;
  • Incorporates future traffic flows, bike paths, direct, safe and attractive paths for people walking, and other necessary changes such as upgrades to modernise the tram network and tram stops;
  • Integrating pedestrian connections into neighbourhoods, Fitzroy Street and Albert Park.
• A continuous and physically protected bike corridor along St Kilda Road and through St Kilda Junction delivered by the Victorian Government in the next term of Government.
• Business case/s developed by relevant Partnership agencies to secure funding for implementing a program of deliverable projects that each incrementally contribute to realising the best outcome for St Kilda Junction, its community and visitors to the area.

The Metropolitan Partnership’s Inner Metropolitan Assembly, was held on 16 August 2018, where several State Government Ministers attended. JAAG attended to promote a ‘Masterplan for St Kilda Junction’.
